The need for long-term care (LTC) for the elderly and people with disabilities has increasingly gained attention in recent years. Since the beginning of the 2000s, ageing and disability have been acknowledged as global challenges by many international organizations, and the development of LTC policies has become an important policy concern in various countries. In that regard, Turkey is one of the intriguing cases as its efforts on reconciling intergenerational solidarity with an institutionalized care system have been crystallized throughout the accession process to the European Union (EU). Yet, if one takes a closer look at this case, one can realize that the discussions regarding need for (home) care had already started in the country back in the 90s. In line with that, one may suggest that the accession process in Turkey could only be considered as a window of opportunity for a full-fledged problem definition to become a legitimate candidate state where introduction of LTC policies had already been promoted as a policy solution for the globe by many international organizations. According to that, this project will delve into the ways in which the need for LTC as a world-cultural value has shaped the problem definition and policy making mechanisms in the LTC policy field of Turkey from the late 90s until today. In order to understand these mechanisms, where both domestic and international got involved, this study design combines document analysis and structured expert interviews.
