Since no to little attention has been given to explanations that focus on international organizations and global elites as participating in the emergence of world politics, this dissertation aims to fill this gap. It will do so by drawing insights from organizational, institutionalist and elite theories that question the centrality of the state as a rational actor and see international organizations and elites as embedded in and shaped by the system environment. One of the key questions that needs an answer is how international organizations and global elites facilitated the emergence of world politics, how they emerged as co-constituting actors of world politics and through what means. The dissertation questions the common assumption about international organizations as being instruments of major powers. Instead, it looks at organizations as actors in their own right, influenced and shaped by their environment.
